Quick answer: A secure messaging app encrypts your messages end to end, so only you and the people in the chat can read them. CISA's guidance, updated 11/24/2025, tells highly targeted people to use only end-to-end encrypted apps and names Signal as an example.

  • For most people: Signal. It's free, made by a nonprofit and encrypts every chat and call by default.
  • WhatsApp and iMessage encrypt chats too. Check your backup settings, since backups are where they're weaker.
  • Plain SMS texts and Telegram's regular chats aren't end-to-end encrypted.

What makes a messaging app secure

The term that matters is end-to-end encryption. Your phone locks each message before it leaves, and only the phone you send it to can open it. The company in the middle carries the message but can’t read it.

The federal cybersecurity agency puts it first on its list. CISA’s Mobile Communications Best Practice Guidance came out on 12/18/2024, after hackers tied to China’s government broke into commercial telecom networks. Version 2.0 followed on 11/24/2025.

CISA writes it for “highly targeted individuals,” such as senior officials, but says it applies to everyone. Its first rule is “Only use end-to-end encrypted communications.” It also says SMS messages aren’t encrypted, so an attacker inside a phone company’s network can read them.

Encryption of message content isn’t the whole story. Three other things decide how private an app really is:

  • Metadata. Who you talk to, when and from which IP address. CISA tells readers to check how an app collects and stores it.
  • Backups. A chat can be encrypted on your phone and readable in a cloud backup.
  • Defaults. Some apps encrypt only when you turn it on or start a special chat.

What end-to-end encryption protects you from, and what it doesn’t

It does:

  • Keep the app maker, your phone carrier and anyone tapping the network from reading your messages in transit.
  • Leave little to hand over when the government asks for message content.

It doesn’t:

  • Protect messages on a phone someone else can get into.
  • Stop the other person from screenshotting or forwarding what you send.
  • Protect you from scams inside the app. CISA warns about fake security alerts asking for PINs or codes, and about group invite links and QR codes from strangers.
  • Hide everything about you. Most apps still know your phone number, and some keep records of when you were last online.

Encrypted messaging apps compared

Here is what each maker says about its own app, read on 10/23/2026. The order is alphabetical, not a ranking. I didn’t install these apps, so this compares their published claims, not tested behavior.

Signal

Signal encrypts every chat and call by default. It’s run by the Signal Technology Foundation, a 501(c)(3) nonprofit. It has no ads, and it’s free.

Signal publishes the legal requests it’s forced to answer. On 03/06/2026 it posted a grand jury subpoena from the District of Columbia covering 37 phone numbers.

The government asked for account creation and last connection times. Seven accounts didn’t exist, and Signal had no data for 24 more. It handed over those two timestamps for the remaining six.

Signal says it has no access to messages, calls, contacts, group information or call logs. You still need a phone number to sign up. By default, people who don’t already have your number can’t see it, and you can share a username instead.

WhatsApp

WhatsApp says personal chats and calls are end-to-end encrypted automatically, with the same Signal protocol. Two exceptions are on its own help page. Chats with businesses that use certain Meta services aren’t counted as end-to-end encrypted. Payments aren’t either.

Backups are the weak spot. On Android, a backup to your Google Account is encrypted end to end only if you turn that on in Settings, Chats, Chat Backup. WhatsApp is testing its own cloud storage, which it says is always encrypted.

Its page for law enforcement lists what a subpoena can get. That may include your name, service start date, last seen date, IP address and email address. WhatsApp says it doesn’t store messages once they’re delivered.

iMessage

Apple says iMessage has always been end-to-end encrypted between Apple devices. In February 2024, Apple added a post-quantum layer called PQ3, starting with iOS 17.4.

The catch is iCloud. With Apple’s default “standard data protection,” only certain data is end-to-end encrypted. If iCloud Backup is on, your backup holds a copy of the key that protects Messages in iCloud. Apple keeps the backup keys in its data centers.

Apple's iCloud overview: by default only certain data is end-to-end encrypted. Advanced Data Protection adds iCloud Backup. Screenshot taken on 10/23/2026

Turning on Advanced Data Protection fixes that. It encrypts iCloud Backup end to end, including the Messages key. Apple can’t recover that data if you lose access, so it asks you to set up a recovery contact or recovery key first.

CISA also tells iPhone users to turn off “Send as Text Message.” Otherwise a message can go out as an unencrypted SMS when iMessage isn’t available.

Google Messages and RCS

RCS is the newer texting standard that replaces SMS on most phones. Google Messages encrypts RCS chats end to end only when both people use Google Messages with RCS chats on. A lock on the send button shows it’s working. SMS and MMS messages are never end-to-end encrypted.

Texts between iPhone and Android are changing. On 05/11/2026, Apple began rolling out encrypted RCS in beta. It needs iOS 26.5 on the iPhone, a supported carrier and the latest Google Messages on Android. Apple says encryption will turn on over time for new and existing chats.

So don’t assume a green-bubble chat is encrypted. Look for the lock icon in the chat.

Facebook Messenger

Meta began making personal Messenger chats and calls end-to-end encrypted by default on 12/06/2023. In October 2026, Messenger’s help page still said Meta is “in the process” of doing this. To check a chat, look for “End-to-end encrypted” in its settings.

Chats with businesses and Marketplace chats aren’t covered. Meta also notes that reporting a message, or using Meta AI in a chat, can share messages with Meta.

Telegram

Telegram is often called an encrypted app, but its regular chats aren’t end-to-end encrypted. Its FAQ says cloud chats use server-client encryption. Only Secret Chats add client-to-client encryption.

Telegram's FAQ: regular cloud chats use server-client encryption. Only Secret Chats are end-to-end encrypted. Screenshot taken on 10/23/2026

You start a Secret Chat from a contact’s profile, and it lives only on the device where you started it. Telegram’s privacy policy says that under a valid court order, it may disclose your IP address and phone number.

Threema

Threema is the paid option. Threema AG, a Swiss company, lists its personal app at a one-time USD 6.00, depending on the app store and country. Its pricing page says the app “can be used anonymously,” and it describes chats as end-to-end encrypted. The trade-off is that fewer people you know will have it.

What I left out

Wire, Session and SimpleX also advertise end-to-end encryption. I didn’t check their pages for this update, so they aren’t in the table.

Which encrypted messaging app fits which need

  • You want one app for everything private. Signal. CISA names it, it’s free, and it encrypts everything by default.
  • Everyone you know is already on WhatsApp. Keep it, and turn on end-to-end encrypted backup.
  • You and your contacts all use iPhones. iMessage works. Turn on Advanced Data Protection and turn off “Send as Text Message.”
  • You text Android users from an iPhone. Update to iOS 26.5 and look for the lock icon. If it isn’t there, move the sensitive part of the chat to Signal.
  • You don’t want to share a phone number. Threema, or Signal with your number hidden behind a username.

Free vs paid options

Six of the seven apps here are free. Threema is a one-time purchase. No app on this list needs a subscription for private messaging.

Paid privacy tools come in where a messaging app stops. Your email still shows up in sign-up forms and data breaches. For that, see our secure email providers, the Proton Mail review or email alias services. If you only need a throwaway address for one sign-up, read about burner email.

Common misconceptions

“Telegram is encrypted, so it’s private.” Only Secret Chats are end-to-end encrypted. Regular chats sit on Telegram’s servers with server-client encryption.

“Encrypted means the company knows nothing.” WhatsApp lists last seen dates and IP addresses among records it may hand over. Signal handed over account creation and last connection times.

“My chats are safe if the app is encrypted.” Not if a cloud backup is unencrypted, or if someone gets your unlocked phone.

“Blue and green bubbles tell you if it’s encrypted.” On mixed iPhone and Android chats, only the lock icon tells you.

FAQ

What is the most secure messaging app?

CISA's mobile guidance (version 2.0, November 2025) tells highly targeted people to use only end-to-end encrypted apps and names Signal as an example. Signal encrypts every chat and call by default. In a March 2026 subpoena response, it could share only account creation and last connection times.

Is Signal really free?

Yes. Signal says you can send messages, voice notes, photos, videos and files for free, with no ads. It's run by the Signal Technology Foundation, a 501(c)(3) nonprofit that pays for servers through donations (checked 10/23/2026).

Are iPhone to Android texts encrypted?

Only in some cases. Apple started rolling out encrypted RCS between iPhone and Android in beta on 05/11/2026. It needs iOS 26.5, a supported carrier and the latest Google Messages. Look for the lock icon. SMS and MMS texts are never end-to-end encrypted.

Is WhatsApp as secure as Signal?

Message content is protected the same way. WhatsApp says it uses the Signal protocol for personal chats by default. The differences are around the messages. WhatsApp's law enforcement page lists records it can hand over, such as last seen date and IP address. Its Google Account backups are encrypted only if you turn that on.

Is Telegram end-to-end encrypted?

Not by default. Telegram's FAQ says regular cloud chats use server-client encryption. Only Secret Chats are end-to-end encrypted, and they stay on the one device where you started them. Its privacy policy says it may give your IP address and phone number to authorities under a valid court order.

Do I need a phone number for an encrypted messaging app?

For most of them, yes. Signal still asks for a phone number to sign up, though you can hide it and chat by username. WhatsApp and Telegram also sign you up by phone. Threema says it can be used anonymously, for a one-time $6.00 that varies by app store.
